The tabs you were looking at there are BAss guitar tabs. Thats why there are only four strings.
it is showing that the bass plays the D string twelve PLucks on the 3rd fret then the A string for twelve plucks on the thrid fret, then it gets repeated 3 times ( x3) before moving onto the D string again then the A string on the 5th fret etc etc etc

Now, for the tabs here, they are playing power chords, place your fingers where the numbers are on your guitar and play.

Below is something that I have copied from a previous thread where someone was having trouble reading tabs...it goes on a bit but hope it helps!?
It's just an alternative way of showing the way to play the notes to a song.
The usual way to show how to play a song is simply by naming the chords as they appear in the lyrics to the song, ie G, C, D etc. When the song is fingerpicked rather than strummed, the notes are generally played one at a time in a pattern and will show you the order in which to play the strings and where.
So, to show what note to play and the pattern in which to play them, we use TAB. The diagram shows the six strings on the guitar and the top string on the diagram represents the E string, that is the top string that is closest to you at the top of the guitar as you play. The string that the numbers appear on the diagram represent the string that is intended to be played. The number itself represents the fret that you need to hold that particular string down on. Basically tab is like Awkward Strummer described, but I'll try to make it a bit easier to understand. <img src="images/smiley_icons/icon_lol.gif" border=0 alt="Laughing"> <img src="images/smiley_icons/icon_lol.gif" border=0 alt="Laughing"> <img src="images/smiley_icons/icon_lol.gif" border=0 alt="Laughing">
Take for Example this tab
e---------
b---------
g---3-----
D---------
A---------
E--1------
All this means is that first on the big thickest string (E) you press your finger down on the first fret, then after plucking that note you then put your finger on the 3rd fret of the g string (if you have an acoustic the g string is the fourth thick string). The one disadvantage of tab is that it doesn't show rythym so you basically have to have heard the song before.
When you start getting into more complicated tabs there are extra symbols like:
E----3~~~
which means vibrato
E----4b---
which means bend
E---5h7---
which means hammer down
E---7p5---
which means pull off
Sometimes Chords are written in Tab like this

b--------
g--------
D--------
A---2----
E---3----
This is a G chord
e--------
b--------
g---1----
D---2----
A---2----
E--------
This is an E chord

To clarify Altex's statment above
in an electric set of strings the "G" string is what is termed plain wound (a misnomer because it is not wound at all) and in an acoustic set of strings your "G" string is wound henceforth the fourth thickest.
Yeah, fair enough! Altex's way of explaining was a bit simpler than mine!! Hope you get the idea though!?

I was having trouble even phrasing it.
The explanations are helpful, but I'm still a little confused about the order you play each note. In the example posted, they went down. So when you have a whole set of these you go down each row of numbers, back to the top and down the next row? I hope I'm making sense here.

if the numbers are beneath each other, then you strum once or pick them all at the same time. If you have a re-read of Altex's post on 3rd feb you will see that he has shown a couple of tabs. One of them is a G Chord. If you form a G without looking at the tab (as you would ordinarily do), keep the fingering and look at the tab. you will see that they are the same.

Excuse me for being an overexplaining prick... But there is one thing that isn't explained here that made me confused when I started reading tabs. The 0 means that you strike an open string (no frets preesed) so the correct way to tab an open string G should be:
e--3--
b--0--
G--0--
D--0--
A--2--
E--3--
Because the open strings b, G and D should be strummed. If you follow the TAB above it's still a G chord but without strumming the open strings.
