I have a song tab that under the title is has Capo 3 Eb. Does that mean capo the third fret E through the b string? If not what do it mean ;-)

It means this;
Capo the 3rd fret, all strings. By doing this when you play a C shaped chord, the capo placed 3 positions(frets) becomes Eb or E flat.
