Tabs is an easy, convenient way to show where to postion fingers on strings to play notes but you really have to know the piece you are playing to understand it.
To know the actual note, length of beat and where it is in the bar (measure) then I am afraid you will have to learn to read a music score which is more difficult but well worth the effort.

Tabs are a relatively horrible way to communicate music. There are a couple of different ways to do it without needing to understand standard notation, but none of them are perfect, either.
If what you have is tabs, it will show you where your fingers go, and that's about it.
