Octopus Bloc Party Russell uses two delay pedals for the verses and choruses, the first one set to sixteenth notes at roughly 146 BPM and the second one set to eighth notes at the same tempo. Both have a high feedback setting. He uses a line selector to switch entitled "Bloc Party - Octopus guitar lesson - Riff Of The Month" that explains the procedure better than I can.
